Tronox Holdings plc, the global leader in titanium dioxide (TiO2) pigment production, has announced that, following a strategic review of its operations, it plans to temporarily close its 90,000 metric ton-per-year TiO2 plant in Botlek, the Netherlands. The facility has been shut down since March 6, 2025, due to an outage with its chlorine supplier. After discussions with the works council, it will not be restarted. Tronox assures that this closure will not disrupt its ability to serve customers, as the company will rely on its other production sites to maintain a continuous supply. The plant currently employs around 240 permanent staff, who will be impacted by the closure.

John D. Romano, Chief Executive Officer, commented, “Our announcement today is the result of an extensive review of our asset footprint driven by the ongoing global supply imbalance caused by Chinese competition as well as an increasingly challenged operating environment over the last two and a half years. Idling our Botlek facility enables the optimization of our remaining facilities and improves our overall manufacturing costs. Our Botlek colleagues are an important part of our Tronox team. We are committed to assisting employees during this difficult time and will be providing support by local management and a comprehensive range of services.”

Tronox anticipates incurring restructuring and related charges of approximately $130-160 million, mainly over the next 18 months. This includes $55-65 million in non-cash write-downs due to the plant closure. The company expects annual cost savings of over $30 million starting in 2026. These savings from shutting down the Botlek facility are in addition to the previously projected $125-175 million in sustainable cost improvements expected to be achieved by the end of 2026. As a result of these actions, Tronox expects to generate free cash flow exceeding $50 million for the full year of 2025.
